Why are parking kiosk user experiences so damn bad?

Bastard took my money and won't give me credit, but I just slipped it a virus on this smartcard! PWNED!
I refer to those automated pre-pay parking garage machines where you insert the ticket and through some automated process, are read out what you owe for the privilege of parking your car in a crowded urban area that perhaps would be better suited for foot or rail traffic. At that point you are prompted for payment in cash or credit, and if successful, returned the ticket so you can exit the garage. If only it were that easy. I’d like to take a video camera to it sometime just so I can demonstrate how bad these experiences can be (mildly annoying to impossibly frustrating, frankly). Getting by with the least amount of effort on the developer’s part, or satisficing, seems to be the order of the day.
